A safety management system would include details of how a vessel would operate on a day to day basis, what are the procedures to be followed in case of an emergency, how are drills and training conducted, measures taken for safe operations, who is the designated person etc.

DOC issued to ships with an approved classification society

DOC can only be issued to a company if the ship has been approved by the Classification Bureau. The certificate can be terminated if the results of the annual surveys by the classification society are not satisfactory.

Instructions which are essential to be provided prior to sailing should be identified, documented and given. The company should ensure that all personnel are provided with training in support of the SMS, and that procedures are in place to identify any training that is required.

If the Master is asked to produce a copy of the document for verification, it should be placed on the board. A certificate called a Safety Management Certificate issued to ships by the Administration. The Administration should verify that the company and its shipboard management are following the approved text.

Certification of Safety Management in SOLAS

The International Safety Management Code is known as ISM. It is a requirement that provides an international standard for the safe management and operation of ships at sea. The SOLAS Convention was the first to include the ISM code, which is used to ensure the safety of seafarers, ship, cargo and the environment.

The Organizational Approach to Safety Management

An overview of safety management systems would not be complete without a discussion of organizational management. Basic principles of business management, financial management, quality management, and the organization and administration of bureaucracy are some of the principles that make up safety management practice. The scientific management approach to safety can be seen in organizations with strict rules and procedures for work, training and educational requirements for employees, and strict oversight and enforcement of company rules.

The safety structure you choose should increase the engagement and participation of every employee in your safety initiatives, and it must protect your organization from enforcement actions and fines. The goal of a program such as the Z10 is to foster continuous improvement, which leads to fewer injuries and operational failures. For a company with welders cutting and welding a steel tank, the PPE and work rules are more complicated to comply with than a respiratory program for workers exposed to silica, because they are more for the safety of the workers.

Section 6 is important to continuous improvement because if the audit and corrective action processes are not meaningful, the changes recommended will not be meaningful improvements. The benefits of applying the ISO processes to managing safety in an organization are not the only costs involved. Simple? The industry of safety consulting and software management systems has grown. The challenge is in determining which regulations your company needs to comply with, how to manage compliance, and how to document that you are managing it.
